The George J. Mitchell Department of Special Collections & Archives, like all archives and special collections libraries, is the creation of human beings who have collected, organized, and described things in ways that reflect personal, cultural, societal, and institutional biases. Robert Hazard Edwards was inaugurated as the thirteenth president of Bowdoin College in October of 1990; he retired as president in June 2001.
During President Edwards' administration significant changes were implemented in both the governance of the College and the residential life of the students. In 1995 the Governing Boards voted to end the bicameral governance system of Trustees and Overseers which had been in place since the establishment of Bowdoin and to merge all Boards members into a single Board of Trustees. And in 1996, following the report of a Commission on Residential Life, the Trustees voted to phase out fraternities, immediately terminating the recruitment of new members, and to abolish fraternities entirely by 2000. The College acquired all fraternity chapter houses by the summer of 2000, to be absorbed after renovation into the college's new residential house system.
The Edwards administration was also notable for financial initiatives beginning with a three-year period of cutting costs, balancing the budget, reducing the draw from endowment and restoring competitive faculty salaries. Subsequently, in 1994, the College embarked on a four-year, ten percent expansion of the student body in order to finance a proportionate increase in faculty size and two new residence halls. The same year a capital campaign was launched to raise $135 million, primarily for science buildings, theater, student social space, faculty chairs, and financial aid endowment. It concluded in 1998 having raised $136 million.
In the economic prosperity of the late 1990s Bowdoin continued to expand its faculty, its facilities, and its student body. Between 1990 and 2001 the student body increased from 1400 to 1610, and the faculty from 130.3 to 154.8. Academic buildings constructed or renovated during President Edwards' tenure included Druckenmiller, Cleaveland and Searles Halls, Memorial Hall and Wish Theatres, Hawthorne Longfellow Library and the Coastal Studies Center. On the social and residential side, the David Saul Smith Union was built inside the former Hyde Cage and Stowe, Howard, and Chamberlain residential halls were constructed, as were the Watson Fitness Center and the Thorne dining complex. Several new programs were established during this administration including the Educational Technology Center, the Learning and Teaching Center, the Off-Campus Studies office, and the Coastal Studies Program. Academic program expansion focused on interdisciplinary endeavors such as Asian Studies, Africana Studies, Environmental Studies, and Women's Studies.
During his presidency, Edwards served as a trustee of Maine Public Broadcasting, trustee of the Maine Science and Technology Foundation, Chair of the Maine Mathematics and Science Alliance, member of the Advisory Committee to the Education and Human Resources Directorate of the National Science Foundation, member of the Governor's Task Force on the Maine Learning Technology Endowment, member of the Board of Visitors of the University of Maine, trustee of Maine Health, and trustee of Aga Khan University. In 2000 he was elected to the American Academy of Arts and Sciences.
This collection contains general office files of Robert H. Edwards from 1950; most files date from 1978. Records include material on the operation of the College, the Campaign for Bowdoin, and the Board of Trustees, as well as President Edwards' participation in various national, state and private task forces, foundations and corporations. Since material may overlap presidential administrations, the researcher may wish to consult the records of former presidents for relevant information on a particular subject.
This series contains file copies of the letters and memoranda sent from the President, or members of the senior staff, on administrative topics; items date from 1990.

Includes correspondence, memoranda, notes, and other material, covering admissions, Affirmative Action, and the Curriculum and Educational Policy Committee as well as other faculty committees. The Maine Independent Colleges Association, special funds, student aid, the Watson Fellowship, and the Report and Response to the President's Commission on the Status of Women, and other topics of administrative interest are included. Many of the files are from President Greason's tenure; some date back to President Coles' years.

This series contains annual reports of the President of Bowdoin College, from 1990. The reports highlight achievements and priorities and may include information on admissions, appointments, curriculum, development, finances, physical changes on campus, student issues and services, and other indicators of the well-being of the college. They incorporate reports from the Dean for Academic Affairs, the Treasurer, and beginning with the 1996-1997 report, the Dean of Student Affairs. The exception is the final report issued in 2001, the year President Edwards stepped down. Instead of being an annual report it reviews the entire Edwards presidency, 1990-2001, and does not include reports from the Treasurer nor the Deans for Academic and Student Affairs.

This series contains administrative and legal records, dating from 1989 to 1994, concerning the antitrust case brought by the U.S. Department of Justice. Known as the MIT case, it concerning alleged collusion in setting financial aid grants and was settled in 1993. Although no suit was brought against Bowdoin, the college was required to provide records and information to the investigators.

In 1999 the Maine legislature established the Maine Learning Technology Endowment to fund the advancement of learning technology in Maine. The legislation also provided for the formation of a task force charged with creating a state learning technology plan. President Edwards was appointed to the task force by Governor Angus King in August 2000. President Edwards' files contain notes, meeting agendas, surveys, articles and other documents culminating in the final report of the Task Force on the Maine Learning Technology Endowment issued January 2001.

The Maine Mathematics and Science Alliance, with President Edwards as chair, was formed in 1992 as a nonprofit corporation to improve mathematics and science education in Maine, kindergarten through post-secondary. Supported by monies from the state of Maine, the National Science Foundation, and corporate sponsors, the Maine Mathematics and Science Alliance focused on systemic planning and evaluation, curriculum and instruction, community integration, and teacher preparation and enhancement. President Edwards' files contain agendas, meeting minutes, memos, manuals, reports, newsletters, and newspaper clippings.

On September 3, 1993 President Edwards was nominated by Governor John R. McKernan, Jr. for appointment as a member of the new Maine Science and Technology Foundation, an appointment which was confirmed by the Maine Senate. The Maine Science and Technology Foundation, which replaces the Maine Science and Technology Commission, is the principal science and technology organization for Maine state government, and is responsible for recommending to the governor and the legislature policies and programs necessary for the advancement and integration of science and technology in Maine. President Edwards' files contain notes, correspondence, meeting agendas, minutes and reports.

In October 1997 President Edwards was invited by the National Science Foundation to accept appointment as a member of the Advisory Committee to the Directorate for Education and Human Resources (ACEHR) for a term beginning January 1, 1998 and continuing through December 31, 2000. During its twice yearly meetings, the ACEHR hears reports from its committees and engages in discussion with the director of the National Science Foundation. President Edwards' NSF-ACEHR files contain meeting agendas, minutes, reports, correspondence and notes.

On July 1, 1992, WCBB - Channel 10 and the Maine Public Broadcasting Network of the University of Maine System merged to form the Maine Public Broadcasting Corporation.
