The George J. Mitchell Department of Special Collections & Archives, like all archives and special collections libraries, is the creation of human beings who have collected, organized, and described things in ways that reflect personal, cultural, societal, and institutional biases. The first Development Officer was appointed in 1962, working under the Executive Secretary of the College. The Development Office became a separate department in 1970, and was renamed the Office of Development and Alumni Relations in 1992. The name was changed again in the fall of 1994 to the Office of Development and College Relations, which indicates not only the fund raising and alumni relations functions of the office, but also its involvement in communications and public affairs. In 1998 the Vice President for Development and College Relations' title changed to Vice President for Planning and Development to reflect the office's increased role in institutional planning. The Office of Development and College Relations continues to report to the Vice President for Planning and Development. During the 2001-2002 academic year however, the Vice President for Planning and Development also became responsible for overseeing the Children's Center, Facilities Management, Security, and the Breckenridge Public Affairs Center.
The annual report of gifts is produced by the Office of Development and College Relations and distributed to the Bowdoin community. The report lists the names and donation levels of all donors for a given year. Included are alumni, parents, and friends of Bowdoin. The reports also provide summary information regarding individual classes and funds.

Blythe Edwards was employed by the Office of Vice President for Planning and Development during her husband's (Robert H. Edwards) tenure as President of Bowdoin College (1990-2001). Blythe Edwards was fully involved in the interior and exterior design of physical spaces on campus. Her work, in conjunction with the staff in the Office of Vice President for Planning and Development, Bowdoin's Department of Facilities Management, architects, contractors, interior designers, and campus committees is documented in her Annual Reports covering 1992-2001. The series also contains her files for each project, including proposals, memos, reports, and other material.
