Description:
These files date from 1989 through 1994. Materials include memos, newspaper
articles, newsletters, brochures, correspondence, reports, statistics,
testimonies, schedules, calendars, and journals. This series serves to
track legislation on the domestic issues. It also tracks public opinion,
the concerns of legislators, and current events. Coverage can be divided
into three major areas: energy, health care, and the environment. Energy
files contain information concerning legislation on the reduction of emmissions,
specifically the Corporate Average Fuel Economy (CAFE), which sought higher
fuel standards and higher fuel efficiency on cars; Maine power conservation;
the National Energy Security Act of 1991 (Energy Bill S1220) and its amendments,
which dealt with the reduction of consumption of energy, the reduction
of dependence on foreign oil, and the promotion of energy conservation;
new technology for hydro-electric power in Quebec; the National Energy
Security Act of 1992 (HR776); and other emerging energy production technologies.
Health care files include information on the Republican and Democratic
Health Care proposals; the Denver Conference of 1991, which covered all
major health care reform issues such as federal involvement in health
care, Medicaid reform, and health insurance coverage; and the 103rd Congress
legislation, specifically the Mitchell proposal, medical research, effects
on small businesses, universal coverage, Medicare, Medicaid, and women's
health issues.
Files regarding the environment include information on seafood inspection
legislation of 1990 through 1992; safe drinking water legislation in 1990
through 1994; pesticides; poisons and minerals; clean water in the wetlands
and coastal states; the United Nations Earth Summit in Rio de Janeiro
in 1992; and Maine Mammals protection. Other issues in the series include
telecommunications legislation such as increasing the number of frequencies
to promote the usage of new technology; technical improvement Loring Air
Force Base information; verteran compensations; Republican tax proposals;
information on the Senate Ethics Study Commission such as recommending
revisions to procedures, the first public hearing in 1993, and various
notes from meetings; mining reform; reform of Public Utilities Holding
Company Act of 1935 (PUHCA); labor appropriations; and dam legislation
on the Sandy River Dam, Moxie Dam, and Cataract Dam. Some files concern
congressional internal affairs. Most files were maintained by Paul Carliner.
Steve Hart dealt with issues about energy and Bob Carolla maintained the
files on seafood inspection.
